CLASSIFICATION · COMPILATION
Nobody writes the rules.
A term is authorised by a named human, and compilation turns it into a predicate with a version and an effective date. That is what makes replay possible and a verdict repeatable.

WHAT IT COMPILES TO
NO RULE · REGISTERED UNEVALUABLE
// no predicate emitted // // "reasonable endeavours" → no threshold // "commercially sensible" → no measure // "having regard to circumstances" // → no closed input set // // registered: term-0094 UNEVALUABLE // surfaced on: coverage record, category Roadside // remedy: amendment stating a window, or accept // the category is ungoverned on timing
WHAT IT NOW CATCHES
Every event in a Schedule 1 category priced above the cap, including ones split across two invoices — the test is per event, not per line.
WHAT IT CANNOT SEE
A cap breach in a category Schedule 1 never listed. The rule is exactly as wide as the clause, and no wider.
EVALUATION ORDER
Runs after standing and panel membership. An actor with no standing is held before amount is ever considered.
WHAT IT NOW CATCHES
Any line priced above the ceiling in force on the event date — including lines priced correctly against a card that had already been superseded.
WHAT IT CANNOT SEE
Events in categories the rate card does not cover. Those register as unevaluable rather than passing.
EVALUATION ORDER
Runs after cap. A line can be inside the cap and still above the ceiling; both verdicts are recorded, and the stricter governs.
WHAT IT NOW CATCHES
Every request from that actor class after the expiry moment — all held on entitlement before merit was ever considered.
WHAT IT CANNOT SEE
Nothing in this class. The lapse is total by design: an expired mandate does not degrade gracefully.
EVALUATION ORDER
Runs first. Entitlement precedes merit — whether an actor may ask is settled before what they asked for is examined.
WHAT IT NOW CATCHES
Nothing. The clause exists in the document and governs nothing at the gate, and that fact is stated rather than hidden.
WHAT IT CANNOT SEE
All of it. Every attendance event in this category passes untested on timing.
EVALUATION ORDER
Not in the order. A term that emits no predicate has no position, and the category shows a gap rather than a green tick.
02 · THE PREDICATE VOCABULARYA CLOSED SET
What a rule is allowed to test.
If a term needs something outside the set, it does not compile — and the system says so rather than approximating.
7
UNIVERSAL PRIMITIVES
Commercial-agreement tests that carry to any vertical unchanged. The engine, the ledger and the authority layer sit here.
2
DOMAIN TAXONOMY
Predicates that assume a fleet. Swappable, and the seam a second vertical would cut along.
0
ENGINE CHANGES REQUIRED
A new vertical is a lexicon and a taxonomy, not a rewrite — and the claim stays unmade until one is delivered.
PREDICATELAYERWHAT IT TESTSWHAT A NEW VERTICAL CHANGES
amount_vs_cap
UNIVERSAL
A transaction value against a ceiling that a delegation sets.
Nothing. The currency and the threshold change; the predicate does not.
counterparty_vs_list
UNIVERSAL
Whether the party transacted with sits on an approved list at the event date.
Nothing. Panel, formulary, approved subcontractor — same test, different noun.
timing_vs_window
UNIVERSAL
Whether an event occurred inside a stated window, and which loading applies.
Nothing, provided the window is stated. Where it is not, the term does not compile.
evidence_present
UNIVERSAL
Whether required artefacts were attached before a settlement was permitted.
The artefact list. Photographs and sign-off become certificates, notes or lab results.
price_vs_rate_in_force
UNIVERSAL
A unit price against the rate in force on the event date, not the current one.
Nothing. A rate card is a rate card.
standing_currency
UNIVERSAL
Whether the actor held a current mandate version at the moment of asking.
Nothing. This is the authority layer and it knows nothing about the domain.
duplicate_within_window
UNIVERSAL
Whether the same economic event has already been settled once.
The identity key. What counts as the same event is domain-specific; the test is not.
subject_class_eligible
DOMAIN
Whether the asset class is eligible for the service under the agreement.
The taxonomy itself. A lexicon project, not an engine change.
boundary_from_telemetry
DOMAIN
Odometer and service-interval boundaries from telemetry exports.
The signal source and its semantics. The one predicate that assumes a fleet outright.
Architected general, sold vertical.
Seven of nine predicates are commercial-agreement primitives. They should carry to construction subcontracts, clinical supply, facilities and professional services without modification.
WHAT TRAVELS UNTOUCHED
The compiler, the versioning, the effective-date semantics, the ledger, standing and delegation, escalation, contest and drift detection. None of it knows what a vehicle is.
WHAT A SECOND VERTICAL COSTS
A term lexicon — how those agreements phrase things — and a subject taxonomy. Real work, and where extraction accuracy lives.
WHY IT STAYS SEPARATE
Keeping the domain layer visibly swappable makes the second vertical a lexicon project rather than an archaeology project.
THE CLAIM IS NOT MADE UNTIL A SECOND VERTICAL PROVES IT
03 · WHAT REFUSES TO COMPILEREGISTERED UNEVALUABLE
A term that cannot be tested is not converted into one that can.
It is registered as unevaluable and stated on the coverage record.
“The supplier shall use reasonable endeavours to attend within a commercially sensible timeframe.”
MSA cl. 9.4 · service:roadside
WHY IT CANNOT COMPILE
Three unbounded terms in one sentence. No threshold, no measure, and no closed set of circumstances to weigh.
WHAT A LESSER SYSTEM WOULD DO
Infer a window from historical attendance and present it as a governed rule. The number would look defensible and would be invented.
WHAT KORREX DOES
Emits no predicate. Registers the term as unevaluable, shows the category as ungoverned on timing, and routes an amendment request naming what is missing.
“Charges shall be at rates no less favourable than those offered to comparable customers.”
MSA cl. 11.2 · all categories
WHY IT CANNOT COMPILE
The test requires data the enterprise does not hold and is not entitled to — what the supplier charges other parties.
WHAT A LESSER SYSTEM WOULD DO
Benchmark against an index and call the result compliance: an estimate presented with the authority of a verdict.
WHAT KORREX DOES
Emits no predicate and states the reason. Recorded as a term whose enforcement requires an evidence right the agreement never granted.
“Work shall be performed to a professional standard by suitably qualified personnel.”
MSA cl. 6.1 · service:workshop
WHY IT CANNOT COMPILE
Quality is not a predicate. Nothing arriving at the gate carries a testable representation of workmanship.
WHAT A LESSER SYSTEM WOULD DO
Proxy it with rework rates and route quality findings to the supplier as breaches — a classification error dressed as a verdict.
WHAT KORREX DOES
Emits no predicate. Repeat attendance is surfaced as drift marked CANNOT CLASSIFY, because a second visit is evidence of something and the record does not say what.
