Standing is tested before merit. Only the middle path reaches a human, and every path ends in the same ledger.

THE RULING
ALLOW, DENY or a bounded exception, entered by a named human under delegation.
THE RESOLUTION
Which layer absorbs it: an amendment to the agreement, or a fix to the automation.

Show a queue item without its lineage. A ruling made on a summary is not a ruling.
