VMRS Codes, Explained: What They Are and Why Fleets Use Them

The problem VMRS solves

Ask three mechanics to describe the same repair and you get three descriptions. One writes "brakes," one writes "front brake job," one writes "replaced pads and rotors, front axle." All correct. None comparable.

Now try to answer a simple fleet question across a thousand vehicles and forty shops: how much are we spending on brake work, and is one shop charging more than another for the same job? With free-text descriptions, you cannot. The data does not line up.

VMRS, which stands for the Vehicle Maintenance Reporting Standards, fixes that. It replaces free text with a consistent set of codes, so the same repair is described the same way everywhere. Once your maintenance data speaks one language, you can actually count it, compare it, and benchmark it.

Who maintains VMRS

VMRS is developed and maintained by the Technology & Maintenance Council (TMC), part of the American Trucking Associations (ATA). It has been the reference standard in North American commercial-vehicle maintenance for decades, and the code set is licensed by ATA rather than being open. That matters if you plan to build on it, and it is worth knowing before you assume the codes are free to redistribute.

How VMRS codes are structured

The core of VMRS is a hierarchy that describes, with increasing precision, the physical thing that was serviced. It moves from a broad system down to a specific component and its position on the vehicle.

At the top sits the system, a broad grouping such as the brake system or the electrical system. Under that comes the assembly, a more specific grouping within the system. Under that, the component, the actual part. And alongside, codes capture position (which axle, which side) and the reason for the work, often framed as complaint, cause and correction.

So a single coded line can carry, in a compact and standard form, what failed, why, what was done, and where on the vehicle. That is the whole point: structure where there was prose.

Why fleets actually care

Three reasons, in rising order of value.

Benchmarking. Coded data lets a fleet compare the same job across shops and across time. The brake job that costs one figure at one shop and much more at another only becomes visible once both are coded the same way.

Warranty and reliability. Consistent coding of complaint, cause and correction is what makes it possible to spot a repeat failure, track a component's real-world reliability, and support a warranty claim with structured evidence.

Auditability. This is the one people miss. If you want to check whether a repair invoice matches what was authorised, you need both sides described in the same language. VMRS is that language on the North American side.

"Authorised brake work, billed for something else" is a finding you can only make when both the authorisation and the invoice are coded the same way.

The European gap

Here is a fact that surprises people. Europe has no equivalent standard in wide use. The repair line on a European invoice is usually free text. There is no shared VMRS-style vocabulary sitting underneath it.

For anyone trying to bring structure and auditability to European fleet maintenance, that gap is not a footnote. It is the problem to solve. The vocabulary that North American fleets take for granted has to be supplied.
